I think the best anime for this this friend of yours is Toshokan Sensou, Its short (12ep), but still tell wonderful story of young woman in military, and its really funny too... I hope this anime makes your friend turn into anime :)
Try Gakuen Alice, and Ouran High Host Club! Their really funny, and really cute! ^.--
Try some classics like Sailor Moon, it was the very first anime I ever saw. Also I recommend, Mermaid Melody Pichi Pichi Pitch (Pure is 2nd season, too). Kaitou Saint Tail, Fullmoon Wo Sagashite, Shugo Chara, Ouran High School Host Club, Lucky Star, and if your friend is into drama I guess I recommend H2O: Footprints in the Sand. But the other animes I put are comedy and fantasy. I'm sure your friend would really be into anime after watching all these. They are all swesome. Hope I helped out a bit... ;)
