JASC Animation Shop, I'm always raving about it dude! I make not only all my animations, but also wallpapers, 3-D cut out images, and even the opening from my full layout video (the one of Ghost in the Shell and my Hatsune logo) are all made on JASC Animation Shop. Easy to use and learn compared to the overrated Photoshop. It even has an animation wizard that puts the pics you want together into a GIF for you, then you just set the times for each frame of animation and save it.

That was a link posted for the program in Custom Layouts. Paint.Net is also good for beginners who are creative but have trouble, try that is JASC proves difficult. There are also programs called GIMP and MAYA, however, people who say they are going to use them don't seem to end up using them or produce something that could have been made on normal Paint.
